Safeguarding policy

This draft policy sets out the commitment of ARSIS to keeping children and young people safe. It must be reviewed and formally approved by the organization under applicable Albanian law before it takes effect.

Draft — awaiting formal approval

1. Purpose and scope

This policy applies to everyone acting on behalf of the organization — governing body members, staff, volunteers and partners — in any activity involving children (under 18) or young people.

2. Principles

  • The welfare of the child is paramount.
  • All children have an equal right to protection.
  • Every concern will be taken seriously.
  • Children's views are listened to and respected.

3. Prevention of abuse and exploitation

Abuse may be physical, emotional, sexual or take the form of neglect or exploitation, including online. The organization aims to prevent harm through safe recruitment, clear rules of conduct and safe activity planning.

4. Professional boundaries

  • Avoid being alone with a child out of sight of others where possible.
  • Never use physical punishment or humiliating language.
  • Do not contact children privately through personal social media.
  • Obtain consent before photographing children and never publish identifying details without it.

5. Reporting concerns

Anyone with a concern about a child should report it without delay to the designated safeguarding contact (to be appointed) or, if a child is in immediate danger, to the police (129) or emergency services (112). The child helpline ALO 116 111 is also available.

6. Confidentiality and recordkeeping

Information about concerns is shared only with those who need to know to protect the child. Records are kept factually, securely and in line with data protection law.

7. Responding to incidents and referral

Concerns will be referred to the competent child protection authorities in accordance with Albanian law. The organization will cooperate fully with any investigation.

8. Staff and volunteer responsibilities

Everyone covered by this policy is expected to read, understand and follow it. Training and vetting arrangements will be described once established.

9. Risk management

Activities with children should be risk-assessed in advance, including venue, supervision ratios, transport and online safety.

10. Review and approval

This policy is a draft. It will be reviewed by the governing body, approved and then reviewed at least every two years or after any serious incident.

Information marked as pending is a proposed text and will be updated once confirmed by the organization.
